It’s a legitimate stage of financing in the venture eco-system as of this writing (October 2017). There are a now a handful of funds, K9 included, that are Pre-Seed funds in name and practice. Seed is the new Series A. (~$2M used get for building product, establishing product-market fit and early revenue). By definition, yes.
