One of the people I respect the most in the VC/PE media ecosystem is Dan Primack. Typically, Pre-Seed rounds are less than $1M in aggregate capital raised. And people are expensive (especially in the Bay Area), so some Pre-Seed financing goes towards recruiting the right minimal set of people who can help to build the product.
