Expand the Existing SBIR Programs. – Rapidly execute new SBIR awards. – Congress could provide a supplemental appropriation, allocated proportionally among agencies that already participate in the SBIR program. This initiative was later written into Congressional appropriations. Expand the SBA Microloan Program .
