I've helped organize the LosAngeles CTO Forum for almost 10 years. This is a private group of CTOs who are responsible for softwaredevelopment within their companies. They are generally the senior most person responsible for custom softwaredevelopment, database design, database administration, web development, etc.

A couple of things I should add - Greg didnt mention the technical challenges they had (scalable complex matching algorithm) and the issues they had with an initial developer.
